Projektbeschreibung:

The objective of this project is to carry out an ex-ante evaluation of the macro-sectoral impacts of NSRF 2007-2013 using an updated and improved version of the existing HERMIN model of the Czech Republic.

The project has two main operational parts, plus a third “concluding” part.
Part I will involve the data gathering, model construction and model testing stages that are needed to put in place an updated HERMIN-type model of the Czech Republic and to ensure that the new model is compared to, and is reasonably consistent with, other national modelling approaches that have been used in previous NDP/NSRF impact evaluations. This part will also involve the testing of the new HERMIN model by applying it to the mid-term evaluation of the impacts of NDP 2004-2006 on the Czech Republic, in order to gain experience prior to the more comprehensive ex-ante evaluation of NSRF 2007-2013. This work will be used further to refine and improve the model and its ability to execute impact evaluations of NSRF-type policy packages.
Part 2 will involve the detailed ex-ante evaluation of NSRF 2007-2013 using the new HERMIN model for the Czech Republic, in accordance with the Commission guidelines on evaluation.
Part 3 is a concluding stage, and involves the preparation and presentation of a final report and recommendations.
